Billy Adegbola Oluwale is a Research Fellow at the African Institute for Science Policy and Innovation (AISPI), Obafemi Awolowo University, Ile-Ife, Nigeria. Oluwale holds a BSc in Electrical Engineering from the University of Lagos, and MSc and PhD in Technology Management from Obafemi Awolowo University. He is also an active member of African Network for the Economics of Learning, Innovation, and Competence Building Systems (AfricaLics) and the Global Network for the Economics of Learning, Innovation, and Competence Building Systems (GlobeLics).

Prior to joining academia, Oluwale worked as an Electrical Engineer in Osogbo Steel Rolling Company Limited for nearly twenty years. In 2007, he became a one of the first staff members of the Management Technology Department of the Federal University of Technology Akure (FUTA) in Nigeria, now the School of Management Technology. In 2011, Oluwale joined the African Institute for Science Policy and Innovation (AISPI) as a Research Fellow. He has a number of published works looking at innovation, clustering, and technological capability building. Oluwale’s research interests include technological capability building in both the formal and informal sectors, indigenous technological innovation, and innovation management.
