    Elias Collette serves as Director General of the Corporate Strategies and Services Branch at the Canadian Intellectual Property Office (CIPO). In this role, he blends a people-centered, data-informed strategy to advance CIPO’s mission of helping Canadians harness the advantages of intellectual property. Before joining CIPO, Collette held positions in the Chief Information Office Branch at the Treasury Board Secretariat and the Real Property Branch at Public Services and Procurement Canada.

    Collette earned a PhD in Economics. His dissertation, Essays on Intellectual Property: Innovation, Growth and Strategies, featured chapters examining large- and small-scale innovation; patents as indicators of innovation; and trademark oppositions as mechanisms for deterring market entry. A proponent of lifelong learning and evidence-based policymaking, he emphasizes that combining data with contextual insights yields deeper insights into surrounding opportunities and obstacles.
