Hartland Elcock holds a BA (Honours) in History from Queen’s University and a MA in International Affairs from Carleton University.  He is currently pursuing his Juris Doctor (JD) at the University of Ottawa, where he has worked as a research assistant for Co-Principal Investigator Prof. Jeremy de Beer since 2013.  Much of his work has been related to the second and third phases of Open AIR.  He has a strong interest in the political, economic, and legal elements of national and international knowledge management frameworks. He is particularly interested in understanding how international knowledge management regimes impact upon the national regimes of different states.
